Peek a value from a channel.

Performs a peek on an input channel, chanId, obtaining a value value. The operation is a peek (get is rather similar to chan_peek in LARD), and it is the responsibility of the code running in the virtual machine to make sure that there is actually a value present before calling this instruction.
